This allowed his influence to seep even deeper into the empire, encouraging their more savage and warmongering tendencies. Eventually he saw an opportunity in the arcanist Mae Tadako who sought to end all war by forcefully pacifying all mortal creatures. Since her device, Project Dominion, was derived from the same magic of Demon Binding, Yeenoghu was able to secretly alter the machine and make it so it affected all creatures except Demons. This meant that when the device would be used, his demons could massacre mortals to their heart's content. |

But instead of helping the Prince, Yeenoghu betrayed him and dispelled the magic allowing Troverth to control their demons. But before Yeenoghu could succeed with his plan and activate Project Dominion, the heroes of the Delvin managed to destroy the weapon and send Yeenoghu and his demons back to the [[The Abyss|Abyss]]. |

This is the list of the NPCs encountered in the D&D 5e mini campaign, Quelmar PHANTOMS.
Allies

Captain Melindra Ivanov
Captain Melindra Ivanov has spent the better part of her life fighting the Realm War, Though he is only in her late forties, this war has aged her far beyond her years. She has fought in countless battles and has made hundreds of choices that keep her up at night. After many years of fighting she eventually became the head of Delvin intelligence, managing a network of scouts and spies all across Osugbo. When her spies in Glendoveer got word that the noble merchant Don Diego de la Casa de Ladrones was helping the nation of Troverth build a weapon that could supposedly "end the war," she immediately began to gather a team to locate Don Diego' find out what he knew, and to then travel to Troverth and destroy this supposed weapon.
This operation was in partnership with Lieutenant Commander Alexi Valdez of the Delvin Military and the Noblewoman Lady Oriella who was familiar with the de Ladrones family and who managed her own network of spies. The team she ended up gathering was made out of warworn mercenaries, lost soldiers, a truth-seeking nobleman, and even a captured demon.

Lieutenant Commander Alexi Valdez
Lieutenant Commander Alexi Valdez is a human soldier stationed at the city of the Delvin, managing the city's defenses as well as nearby military operations. He also personally oversaw the many mercenary's hired by the Delvin, including the barbarian warrior Lee. When he was informed of the mission to destroy Troverth's mysterious weapon, he nominated Lee to be part of the team, but gate Lee a secret mission to recover any designs or parts of the weapons in hopes the Delvin could build one of their own.

Lady Oriella
Lady Oriella is a Tabaxi noblewoman who is in a romantic relationship with Don Tomas de la Casa de Ladrones, though to which extent Don Tomas is stringing her along to find out what she knows about his family is up in the air. What is known is that she deeply cares for Don Tomas and wants him to stay safe. She helps Don Tomas begin to uncover the truth about the de Ladrones' wealth and is the one to inform him about the mission to find his brother, Don Diego.
Lady Oriella is a trader of secrets and information, making it her business to learn people's dark truths and to use them to her advantage. She uses her vast library of secrets to pressure the elven warrior, Arnviðr Guðþormr, to join Don Tomas on his mission to find Don Diego, else she would reveal Arnviðr's location to his former mentor. Lady Oriella knows she can't stop Don Tomas' quest for the truth, but takes every effort to make sure he is not unprotected on his journey. Lady Oriella assists Captain Melindra Ivanov in gathering intel for the mission to find Don Diego and is present for the secret briefing for the mission
Sergeant Nikoli
Sergeant Nikoli was a human soldier in the army of the Delvin, stationed outside of the ruined town of Brene. While they did hold the title of sergeant, they were young and inexperienced, only holding the position as their previous commanding officer had been eaten by demons. They gave refuge in their camp to the soldiers sent from the Delvin to recover Don Diego and informed them of Don Diego's capture at the hands of Steelhand soldiers. But when Sergeant Nikoli joined the soldiers on their attack of the Steelhand dwarves' stone juggernaut, he was killed at the start of the battle by the LaCroix Nightbringer, Cordelia LaCroix.

Prince Feng Yuhan

Mae Tadako
Mae Tadako is a troverthian arcanist working for the Troverth empire and for Prince Feng Yuhan. When she was a little girl at the start of the Realm War, her village was attacked by Champerty mages and she was saved by the demon soldier, Koschei. After seeing the horrors of the Realm War first hand she dedicated her life to trying to stop it. She learned the art of demon binding and rose up the ranks in the empire. Her research led her to explore demonic biology, how to control it, and how to apply the abilities of demons to mortals.
She was eventually invited to work on Project Overlord, an arcane experiment designed to summon and bind a Demon Lord for Troverth to use as a weapon of war. While studying the ancient carvings that Troverth had used for the basis of their demon binding magic, Mae Tadako discovered a way to apply the magic to mortal minds, and conceived a magical device that could remove a mortal's capability for violence and pacify them. To test this she created a prototype version of the device which she first tested on herself, successfully removing her desire or capability to cause harm to others. Believing she found a nonviolent way to end the war and prevent all future wars, she brought her findings to the Prince Feng Yuhan, who saw it as a way to neutralize enemy armies and allow for Troverth to conqueror Osugbo with no contest. What Mae Tadako failed to tell the Prince, is that this device would affect everyone, including Troverth.
Project Dominion was officially approved and Mae Tadako led the construction of a massive spell engine in the caverns beneath the capital city of Quixing. Working with the merchant Don Diego, Mae Tadako recovered powerful and ancient artifacts connected to enchantment and domination magic, researching how they worked and how she could use their magic for Project Dominion. To power the machine she needed large quantities of ether, but was only supplied dangerous and unstable unrefined ether by Don Diego which she was forced to use for her project despite her wishes.
When the heroes from the Delvin infiltrated the city of Quixing under the guise of Don Diego and his security team, she gleefully showed them her research. They saw that even when surrounded by the horrors of demons and the empire's atrocities, she was a true idealist at heart and only wanted to help people, even if her methods were misguided. When the heroes began to fight to destroy the weapon, she attempted to peacefully stop them. In the end the heroes were forced to kill Mae Tadako. Even though she was good at heart, her goals and knowledge of Project Dominion meant she was to dangerous to be left alive.

Chief Gharvrock
Chief Gnarlvrock is a bugbear warrior and right hand of the Troverthian Prince, Feng Yuhan. During the first realm war, he assisted the empire in subjugating his own people in return for power and authority. He always travels with the prince and when they are in the capital city of Quixing, he manages the city's defenses. Feng Yuahn always has Gnarlvrock serve as the first point of contact with merchants and mercenaries working from Feng and has Gnarlvrock personally escort them to the palace to meet with the prince. Gnarlvrock is undyingly loyal to the prince and is a gruff and cruel warrior, showing no mercy in battle.
When the heroes from the Delvin arrive at Quixing while pretending to be Don Diego and his security team, they first meet Chief Gnarlvrock who escorts them through Quixing to the palace where they meet the Prince. When things go south and the soldiers are forced into a fight, Chief Gnarlvrock destroys the pulley elevator leading beneath the palace only to be thrown into the shaft by Arnviðr Guðþormr, dying on impact.

Don Diego de la Casa de Ladrones
Don Diego de la Casa de Ladrones is a Lionin noble merchant and the eldest son of the de Ladrones family, a family of merchants who gained their vast wealth by profiting off of the first Realm War by selling a vast array of weapons. As the eldest son Don Diego was deep in his families operations, traveling all across the continent and beyond making deals and reaping the profits. At some point Don Diego got in deep with the nation of Troverth and began to serve as a weapons and materials supplier for the Troverthian Prince Feng Yuhan. Don Diego helped acquire components for Project Overlord and then later Project Dominion, selling rare and ancient artifacts to the Troverthians for their strange magical experiemnts.
He was eventually contracted into supplying large amounts of ether for Project Dominion. But hoping to make a quick buck, Don Diego instead supplied them with much easier to obtain unrefined ether, a very reactive and dangerous substance. To fulfill his contractual obligations to Troverth, and to get his hands on more unrefined ether, Don Diego made a deal with the kingdom of Glendoveer to transport large amounts of unrefined ether to their refineries. But instead he would double cross Glendoveer and sent the ether to Troverth. Glendoveer would immediately begins to hunt him down, forcing him to flee across the Phantom Front back to Quixing, escorted by a Troverthian security team.
Don Diego's betrayal of Glendoveer would directly lead to information about Project Dominion being leaked to Troverth's enemies, leading to Don Diego being hunted by multiple kingdoms at once, all seeking to find out what he knew about Troverth's new "weapon." The first to succeed would be the dwarves of Steelhand, who apprehended Don Diego when he was hiding in the ruined town of Brene. They would begin to escort Don Diego out of the town in a Stone Juggernaut, only to be attacked by multiple nations at once. During the chaos, Don Diego would be killed by his brother, Don Tomas, before Don Diego could be rescued by Troverthian Vivisectors.

Cordelia LaCroix
Cordelia LaCroix is a member of the LaCroix bloodline and served as a Nightbringer during the first realm war. She commanded an army of mind controlled soldiers and wielded magic that would temporarily blot out the son. She attempted to overtake the Steelhand stone juggernaut holding Don Diego, hoping to learn what he knew about Troverth's weapon, only to be crushed by an arcane hand summoned by Arnviðr Guðþormr and beheaded and slain by a weapon coated in holy water wielded by the mercenary Lee.
